Mr. Dennis W. Reed

Director, Leveraging Innovations, Frameworks and Technologies (LIFT)/Integrated Modeling Environment (IME)

Mr. Dennis W. Reed currently serves as the Director of Leveraging Innovations, Frameworks, and Technologies (LIFT)/Integrated Modeling Environment (IME). In this capacity, he provides oversight and leadership in developing critical digital infrastructure across multiple domains. His responsibilities include spearheading initiatives in Information as a Service (IaaS), Software as a Service (SaaS), data exchange/storage/curation, integrated requirements and project management, workflow automation, advanced technologies, and SecDevOps capabilities throughout the end-to-end lifecycle.

Additionally, Mr. Reed serves as the Modeling and Simulation (M&S)/Live, Virtual, Constructive (LVC) Lead for Naval Air Warfare Center Aircraft Division (NAWCAD). In this role, he directs the infrastructure development of multi-domain LVC simulation environments supporting Research, Development, Test, and Evaluation (RDT&E) activities across the acquisition lifecycle for the Department of Defense. He oversees a Major Range Test Facility Base (MRTFB) T&E LVC Portfolio, managing critical LVC investments and capabilities to meet Fleet and acquisition program requirements.

With over 30 years of combined military and civil service, Mr. Reed has held various engineering and leadership positions in T&E and Acquisition. Notably, as Deputy for Department of Navy (DON) M&S, he led the establishment of M&S policy and guidance, provided oversight for Naval M&S needs, requirements, and technologies, and contributed to the development of the Naval RDT&E M&S Roadmap. He chaired the Naval M&S Leadership Council, driving standardization and implementation efforts across DON Communities. Moreover, he led Workforce Development and Education initiatives for the Naval M&S Community, including the establishment of the School of M&S within the NAVAIR University College of T&E and the implementation of M&S Certificate programs and a Masters of M&S Engineering program in partnership with Old Dominion University.

As the DON representative to the Office of the Secretary of Defense (OSD) Acquisition Modeling and Simulation Working Group (AMSWG), Mr. Reed served as the Navy Lead of a Multi-Service working group responsible for developing DoD standards, processes, and capabilities to enable digital engineering and LVC, enhancing efficiency in the acquisition lifecycle. Throughout his career, he has supported operation, maintenance, and T&E of military aircraft and weapons systems, gaining expertise in the RDT&E arena, M&S technologies, standardization, process development and implementation, and strategic planning and management.

Mr. Reed is an active member of the International Test and Evaluation Association (ITEA) and the National Defense Industrial Association (NDIA). He is also a member of the Department of Defense’s Acquisition Professional Community, holding Level III DAIWA certification in the Program Management career field. He earned a Bachelor of Science in Professional Aeronautics from Embry-Riddle Aeronautical University.
